What is Tricare?

Tricare is a government-managed program that provides healthcare for many members of the U.S. military community. Tricare is managed by the Defense Health Agency (DHA).

The following individuals are eligible for Tricare benefits:

  • Active duty members of the Army, Navy, Air Force, and Marine Corps
  • Spouses and children of active duty service members
  • Members of the National Guard and Reserve, along with certain family members
  • Military retirees and their spouses

Most Tricare members are eligible to receive treatment in hospitals and clinics that are operated by the U.S. Department of Defense (DoD). When covered individuals cannot get the services they need through the DoD, Tricare may fund their care at approved non-military treatment facilities.

Does Tricare Pay for Rehab?

The Tricare website states that the program covers “medically and psychologically necessary mental health and substance use disorder care. This includes both inpatient and outpatient care.”

In other words, the answer to the question, “Does Tricare pay for rehab?” is yes. The following are examples of the types of rehab services that may be covered by Tricare:

  • Inpatient services on both an emergency and non-emergency basis
  • Residential treatment
  • Partial hospitalization programs (PHPs)
  • Intensive outpatient programs (IOPs)
  • Withdrawal management (detoxification) 
  • Opioid treatment programs
  • Office-based opioid treatment
  • Medication-assisted treatment (MAT)
  • Mental health therapy

However, please note the following important points:

  • As is also the case with most commercial insurance providers, Tricare offers a variety of plans. 
  • The scope of an individual’s or family’s coverage will depend on which Tricare plan they have.

Substance Abuse and Mental Health in the Military

Substance abuse, addiction, and mental health disorders can affect people from all walks of life. This includes military members, retirees, and their families. In fact, due in part to the unique stresses and pressures that are characteristic of military life, service members and their loved ones may have an increased risk for certain mental and behavioral health concerns.

The National Institute on Drug Abuse (NIDA) has reported that about 10% of U.S. military veterans have been diagnosed with a substance use disorder. NIDA notes that this rate is slightly higher than the prevalence of addiction among the general public in the United States.

A January 2022 study that was led by Catarina Inoue of the Army’s 1st Special Operations Medical Group reported the following about mental health in the U.S. military:

  • Research indicates that 14%-16% of service members who have deployed to either Iraq or Afghanistan have either posttraumatic stress disorder (PTSD) or depression.
  • Depression is related to about 9% of ambulatory appointments in the military health network.
  • More than 6,000 U.S. military veterans die by suicide each year. 
  • Substance abuse was a factor in about 30% of suicide deaths among military personnel.

Inpatient vs. Outpatient Treatment Coverage

Once you have confirmed that your Tricare policy does pay for rehab, one of your next steps is to determine which level or levels of care you need:

  • At the inpatient and residential levels, you will live at the facility where you’re receiving treatment. Inpatient care is usually a short-term experience that is designed to promote stabilization. Residential treatment may last for several weeks.
  • At the outpatient levels, Tricare-funded rehab services may include PHPs (which offer full days of care) and IOPs (which offer partial treatment days). Tricare may also pay for office-based care and medication-assisted treatment (MAT) for opioid addiction.

In Network vs Out of Network

Commercial insurance companies typically categorize healthcare providers as either in network or out of network. These designations are based on the type of business relationship that the insurer has with the provider.

Tricare uses the terminology “network” and “non-network” to identify a provider’s status:

  • Network providers have signed a contract with one of Tricare’s regional contractors. Network providers will accept Tricare-negotiated rates as payment in full for services rendered, and they will file claims directly (which removes this responsibility from the covered individual).
  • Non-network providers are authorized by Tricare, but they have not signed a contract to join the network. Patients are most likely to see non-network providers if they have a Select, Reserve Select, Retired Reserve, Young Adult-Select or Prime Remote policy.
